As far as I am aware, FIE rules say that there has to be a 20-30% cut off a World Cup events. This was enforced by the FIE observer at the Gateshead WF even though there were only 9 fencers. Two had to be cut after the poule.

Looking at the results for the Buenoe Aires Men's Epee, there were 46 entries and 40 of them got points. This indicates a cut off of just under 15%.

Can anyone explain this?

Remember top 16 don't do poules at senior events. So if there were 46 fencers entered, 30 do poules, so if 6 were cut that's a cut of 20% :).

And only top 4 would have got GB points, under the 50% rule

Um... no.

For satellites (such as the Gateshead WF) the top 75% get points (provided of course that you're in the 64 too).
