does anyone know about the laws governing intervals between DE fights in competitions ?

Are there competition rules or merely recommended protocols and generally accepted conventions - or is it left to "common sense" of organisers?

for example if a competition was running late could the organisers force an athlete to do his quarter final, semi-final and final all in a row or are there laws specifying a certain rest period between bouts?

I believe so it is what FIE refs will give you at A grades between rounds.

The ten minutes doesn't worry me. what really worries me is the one minute break between 2nd and 3rd part of the DE and I'm loosing 14:13. And everybody is trying to encourage me but my head just keeps pounding.

I remember having to time it at the Corble when the rig didn't have a ten minute option.:(
