Are the resolutions regarding foil to change the FIE standards of blades much?
How many brands will have to adjust to the new curve limitation?

From the way the FIE change was worded I understand it is the curvature and not the flexibility of the blade which is being changed. So it is a matter of blade maintenance (keeping it straight, not encouraging it to droop) rather than a change to the design. If anything the flexible blades will be at an advantage as you measure by placing on a flat surface, thus allowing the weight of the blade to do some straightening.

However new points will be required and I'm not sure how awkward or expensive that is going to be?

Errrm, about 5 or so to repoint a foil if you do it yourself. I'm terrible cos during my stint as armourer I often did this a bit tipsy and went through more than a couple of grubscrews due to dropping them on my carpet and losing them...
