The cadet worlds lives for another year...from the FIE website:

The City of Catania (Italy) wa elected by the executive committee to organise the junior-cadet world champinships 2008 to be held from 7 to 15 April 2008

Good news. It does seem to be the case that aside from the FIE, there aren't many who want to get rid of the Cadet Worlds. If there's always a nation that wants to host the event, the FIE will have a tough time trying to justify scrapping it.

in 2008 if you represent one country, are you not allowed to represent another one for the rest of your fencing career

no though i have heard this before that once you get past cadet level you can only represent one country

I'm pretty sure I'm correct here. I would suggest you check the FIE or BFA website, or ask someone else just to make sure.

Dear All,

You can only change nationality with permission of your original federation, the new federation and the FIE executive agrreeing. They can make you wait 3 years.

i was thinking of representing jamaica apart from the fact they don't have a team...
